Heck, don't bother with www.allexperts.com- I'll just answer it here and now!

Poor rear limb use can be a dietary.vitamin problem, or, more rarely, a nerve injury.

The smart thing to do is to research the needs of your turtle at a place like http://www.austinsturtlepage.com and make sure you are feeding your turtle right.

If you get a chance. put additional info on your question about the species and we'll try to offer good diet advice.

Does he have the UVB light. They need those for energy and health. Make sure you have all the specific needs of the turtle (temps, lights, water, food, etc.) Try this site, these are proffesionals and can help with most of any turtle questions you have: http://www.allexperts.com/el/3543-9/Turtles/
It can take up to three days for a response but its a trusted site with no viruses spam or anything. Hope your turtle is ok.
