why cant see the backgrounds to web pages in both explorer and firefox?

Is it one specific webpage? It probably was designed for just IE.

Depending on what kind of HTML tag or style sheet was used, one browser is recognizing it and the other isn't.

When was the last time you cleaned out your temporary Internet files. That could part of the problem right there.
