It means that the laptop has a drive that is able to read (and probably write) CDs and to read and write DVDs.
I am certain that it also includes a hard drive, just listed somewhere else in the specs.
From what you listed, it would not appear to have a floppy drive, but with flash drives and CD/DVD burners, you should not need one. They are obsolete technology.
A hard drive and a CD/DVD drive is the standard today for laptops.

Umm if it is a DVD-Writer...then it can also read DVD's. And if it can write DVD's then it can read and write CDs. The thing that is most likely not included is a floppy drive, but most laptops don't have those....and most people don't even use those on their desktops anymore.

only exclusion i can possibly foresee is DL > or writing dual layer dvd's
read DL > no issues about it., it does read dual layers
RW > re-write, that's more to do with media type used, not optical drive; get the rw-dvd's
CD > reads & writes cd's, no issues
also, no floppy drive !
