Whan it reaches midnight it becomes 00:00 because it is at the "24th hour". One minute before midnight, it would be 23:59. On a twelwe hour clock, it would be 12:09 a.m. On that scale, it would reach 1 at 1:00 on a 24-hour clock.

The digital representation for midnight would be 0000, going to 0059 for one minute before 1 a.m., then 1200 for noon, and finally to 2359 for one minute before midnight for the next day.
On a 24-hour clock with hands, the minute hand sweeps around the face of the clock, starting from a straight up position just as it would on a 12-hour clock. The face of the clock is numbered a bit differently, with zero (midnight) at the top, being numbered clockwise down the right side to 12 (noon) at the bottom, then up the left side for the afternoon until 23 is reached. Such a clock would show 9 minutes after midnight as the minute hand at the same angle with the vertical as it would appear on a 12-hour clock, with the hour hand pointed very slightly to the right of straight up.
