The Kaaba (in Mecca) or the Dome of the Rock (Jerusalem).
I suspect the destruction of either would cause massive unrest in the Middle East, the destruction of the latter would probably have further reaching consequences possibly starting WW3

That's been done before.... to be honest, put all the terrorists in one building then blow that one up so we can all get on with our lives.
We had enough fear from the IRA to last a lifetime without even thinking of attacks from other groups of terrorists...
Anywhere blown up would cause a high impact and I just hope that if it were planned again that there would be suffiecient reliable intel which would be acted upon in time.
