Yep, the $5 24 hour pass will allow you to ride the Deuce or Cat anywhere in the valley.
You can get to the Bellagio, Fremont Street, and the Mirage via the Deuce.
http://www.rtcsnv.com for bus info >there is only one Deuce route and it runs from the DTC(downtown transportation center) out to the SSTT(south strip transfer terminal) along the strip & back.
Walk over to the MGM, if you're staying at Luxor.
Sam's Town & Silverton both have free shuttles
http://www.lasvegasadvisor.com/transportation.cfm >Free hotel shuttles >hotel or hotel group you're interested in >LV Map click here, this will give you the times and locations that the free shuttles pick up.
The answer as to bottle water and free tram(s) has already been given.
If you need more specific info, feel free to e-mail me through YA. We spend 6-8 weeks a year in LV and use the bus & free hotel shuttles for most of our transportation. We will on occasion use the strip trolley and of course we have to visit Luxor on each trip so we do hop the free tram from Excalibur.
>If you travel light(no more than carry on luggage) you can take the bus from the airport to the Luxor. It would not save you a lot of money, but it would likely save you some time.>how much time you would save, would depend on how busy McCarran is when you arrive<

You can get to Bellagio, MGM, and the Mirage just by walking. Do it early morning or evening. The water shows at Bellagio and Mirage are better at night anyway. You can get to Freemont Street very easily as buses run the strip all day and evening. Sam's Town is waaay off the strip and is best reached with a cab although I don't understand why you want to go there. There are some hotels off the strip that have a free shuttle to/from the strip but i am not sure if Sam's town is one of them. The free shuttles cover mostly the "Station" casinos.
There is a CVS next door to the Monte Carlo Hotel and a Walgreen's drugstore right on the strip across from the Monte Carlo. You can get water, sodas and snacks in both. There are also a couple gas stations with food/snack shops near the Luxor.

Well there is a lot in your question so lets go through 1 by 1...
There is a gas station right in front of Excalibur that sells food and drinks. There is also a strip mall across the street from Mandalay Bay as well.
There are only two free trams in town stil running...
Mandalay Bay - Luxor - Excalibur
Mirage - Treasure Island
There used to be one from Monte Carlo to Bellagio but it is closed due to the City Center construction project. Then there is the pay monorail that runs along the east side of the strip from MGM to Sahara. Stops are MGM, Bally's, Flamingo, Harrahs/IP, LV Convention Center and Sahara.
The Duece doesnt really have bus numbers. They run all day up and down the strip and down to Fremont St. and the stops are clearly noted which basically are in front of every casino. It is definitely not a fast way to get around but would work. Here is the web page for the Duece with all the info...
http://thedeucelasvegas.com/
As for the other places... Sams Town and Silverton are miles away from the strip, you could take public transport but it would be a bit painful. You can use the Duece web site to find out about all of the other bus info you would need.

There's a CVS drugstore about 3 blocks down from the excalibur where we always stocked up on water and other groceries. Walking is the easiest way to get to the bellagio, it's not THAT far, maybe a 10 minute walk. U can cut through the casinos in between to avoid the heat.
goto lvmonorail.com
to get info on the tram that runs from MGM grand all the way down to Sahara Station. The MGM grand is directly across the street from luxor/excalibur. The interactive map on the lvmonorail.com site is great!
There is also a tram that runs from mandalay bay to Excalibur. Depending on where you're staying its actually quicker to walk between the 3 casinos. Especially if you're in the middle at the excalibur.
http://www.vegas.com/transportation/monorails.html
is a good site referencing these.
Don't know anything about teh Deuce Bus, we always walked, cabbed or monorailed.
Have Fun!

Bottle water at the market price.
if you are in the strip hotels There is a CVS close by and an easy walk. No parking. Do not think about it.
There's no grocery stores in your area. But if you rent a car and want to go to sites, stop at Smith's Albertsons and you can cut the price on the water.
Duecus runs up and down Las Vegas Blvd. Do not know the price. I live in Henderson. So do not use the bus, but see it.
Mono Rail is not free. They have some incentives for multiple trips. But that would be a trip to the web site. Your distances except for Sams is a walk.
Sams is outside 5-10 miles from downtown. They do have good food there.
Hope I helped you.

I live in Las Vegas and to tell you honestly, its not a good idea to go to any drugstores on the strip, high prices, you need to go out of the strip limits to get cheaper prices from drugstores and there all over every other corner street. Best bet if your looking for bottled water go to the grocery stores, they are alot cheaper for a big bulk.
Trams aren't free but you can buy a pass for that day.
Bellagio, MGM, and Mirage are all on the strip walking distance if you want to take scenery. And the double decker buses always goes up and down the strip.
Freemont Street, Freemont experience are downtown and the double decker buses and the ordinary street buses has a route from the strip to down town.
Sam's Town , its on the south side of town, you may have to catch a cab for that.
And Silverton is on the west side of I-15 so you may have to catch a cab also, i don't remember seeing the double decker buses going on the highway to go to that casino.
As for double decker schedules and bus numbers I can't help you there, I live here I have my own vehicle. lol
Hope I've helped you and good luck on the gambling and have fun, and welcome to Las Vegas (when you get here) lol

It's been about a year since I was there. I was only there for 2 days, and never made it off the Strip. But I learned a LOT! The buses that cruise the strip (and I seem to recall they cover other areas of the city as well) are great! You can buy a 24-hr pass (yes, a full 24 hrs) for around $5.00 (and it's transferable; if you're leaving & want to give it to someone, you can). The bus stops are around mid-block of nearly every block on the Strip. And most hotels will provide a tour map at the lobby.
I found 2 drug stores on the Strip who's prices were similar to around home (Seattle, WA).
