You can use shorts as long as they don't cut off below your knees and don't make it too short either. Here is my advice:
Here are the real rules for petite women: :)
When you buy clothes and accessories, scale things down as much as you can to get the proportions right for your height. If wide belts are in, find a slightly narrower one. Long scarves may need to be chosen with care so they aren’t too long. Printed fabrics can be a real problem. Big prints on a little body can look like your clothes are made out of curtains!
For a petite woman, fit matters more than anything else. A polyester suit from a chain store that fits will, alas, look better than Armani if you are not tall enough for the designer label. Look around you at work, on the street, in the supermarket, and see how women look in their clothes. Jackets with shoulders that are too wide worn a size too big because the waist is too low can make even tiny women look like shot putters.
It follows that if you can’t find top quality clothes in luxury fabrics and cutting edge styles, you are better off buying fairly anonymous but well fitting clothes, and making them fit your image with great accessories. Fabulous shoes, a great bag, glamorous gloves or scarves - these can all turn an ordinary outfit into something truly head turning.
Don't wear horizontal stripes - not true, unless you are a broad build and/or have a large bosom! If you have a long body and short legs horizontal stripes can lend proportion to your figure.
Avoid long skirts - not if they are a good fit and are worn with the right top. Long skirts can work particularly well on slim hipped women.
No flat shoes - why not? It isn't a crime to be short! Wear footwear that's appropriate to your outfit. If that means flats, fine.
Wear only one colour to elongate your shape - it's true that one colour all over, especially a dark colour, can make any woman look longer and leaner. But this 'rule' only becomes important if you are trying to draw attention away from your middle, no matter what your height
BE YOURSELF AND ENJOY WHAT YOU WEAR :)

i have the same problem! i'm also 5'2" and shorts have always been a problem for me. if i wear capri pants, they hit almost to the ankle (lol) and if i wear "regular" shorts, they fall right at the knee and make me look like a soccer mom (no offense to the soccer moms! i'm just too young for that).
what works for me (actually) is wearing short shorts. not NASTY shorts, but ones with a 3" or 4" inseam. they work perfectly for me and my short legs (but look nasty on others).
where to find these gems? you might ask. shop in the juniors section. either go down to a 7 or up to a 9 and try some out.
i hope that helps!

okay, well first off your right because longer shorts will make you look shorter mini skirts and shorts that go to your middle finger hen you put your arms to your sides are best. but, your sister is right in a way too. you mentioned you are a size 8, well, i happen to know what a size 8 looks like on a 5'2 frame......fat so your sister was probably just wanting you to cover up your thunder thighs before the whole world is forced to see them........just wear pants in a dark wash all year round you don't want anyone to be sickened by your disgusting body :)

I am 5'3" and I would say not to wear the longer shorts. I have noticed that with me, the longer shorts tend to look funny because I have shorter legs. If you want to look like you have longer, slender legs, I would wear shorter shorts and maybe even put some cute heals on with them.

in my humble opnion.. how do you feel about your legs? If you are looking for flattering... take some time in the dressing room and pic different kinds of shorts out. try them all on.. and see what you like best. I have seen size 8 wear mid thigh to mid calf.. both are flattering.. wear what is most comfortable for you.. dont let anyone tell you what you should do.. :)

The shorter the shorts, the longer your legs look; simple as that. You could try short dress-shorts with a wedge high heel to make you look taller and leaner.

Girl get yourself some nice booty shorts, not one that lets your butt hang out, something nice n classy to show of your short legs (I also am short 5'3") You can get something shorter than just one that hits you on the knees, just make sure it's not trashy, work them legs mama!!!!
