Not really. I did have an agent contact me, wanting me to send her my manuscripts after she read my blog. Although she was a legitimate agent with a reputable agency (I checked her out,) she was very unprofessional in her emails. I was not impressed.
They do surf the internet for fun while at work, just like you and me. And when the stumble upon good writing, they'd be crazy not to act.

In general the answer is NO. Agents get enough manuscripts that are recommended by people they know with good track records that they don't usually bother to look for more to read.
Lately GATHER website has had an ongoing contest where you send in a first chapter for people to read on their site. The ones that look best and get the most votes go on to another round and the eventual winners get pushed to agents by the Gather staff.

If you have a website with initial words or phrases that speak of your meaning, I suggest you first promote it in such a manner as to draw search engine interest. This, of course, can be done in several ways. If your site comes up when you search for it, so will it for others. I suggest you search for 'Author Agents' online, and pick out the ones who seem to fit your personal $$, etc., situation and book category. Perhaps they will have e-mail addresses or mail addresses shown, which you should use for initial contacts. BEFORE YOU SEND THEM ANYTHING, PREPARE A SHORT, MEANINGFULLY DESCRIPTIVE SUMMARY OF YOUR WORK TO USE FOR ALL INITIAL CONTACTING. Another thought is to submit your work to publishers, some of whom will provide due diligence at no cost and report back to you regarding their interest in taking it further. One is Tate Publishing, who will do an honest job of reading (more than one person, usually) and, if they feel your book has a promising market, will make a publishing contract available to you. They ask for a minimum "author investment" of only $3,985, which is refundable if and when your book reaches 5,000 sales. You can pick up a hundred book publishers if you search online with a full description of what they publish and what they ask of the authors. Get to work, and DON'T GIVE UP!

it's changed a lot, only celebrities can put thier foot in the door today. Joe schmoe has to know someone or be involved in the literature business to get published.
Don't give up cause of my negativity, just know that no one cares about you.
