Look for the sound card's Control Panel icon. Somewhere in there the will be a tab for 'Sound Modifiers' or 'Atmospherics'. Have a play with some. They sound cool for about 2 minutes and after that you get fed up with them. Switch it back to 'None'.

Sometimes these settings are changable from your sound card's icon in the toolbar at the bottom right.

You probably have some EAX or other environmental-audio feature enabled, something which can happen when a game exits abnormally. If the latter is the case, rebooting your PC should fix the problem.

If rebooting doesn't help, there should be an EAX or similar control panel for your sound-card where it can be disabled. Exactly where you'll find it depends on the card itself.

It's annoying when that happens, but I think you either need to live with it, or buy new ones. Repairing them will probably not be worth it.
