I have drained the fuel and put fresh gas in and put in a new spark plug and air filter. The oil level is fine. It got rained on last fall, and sat all winter. We have not been able to start it this spring at all.

Clean the spark plug and change out the fuel filter.

Use some carb spray to clean the carb and check for blockages in the fuel line. Gas sitting in the tank over non-use periods causes shellacing in the carb. Make sure the throttle plate moves also.

Chances are you got water into the gas tank through the lid. I would remove the gas tank and carburator and clean them both. Once cleaned install a repair kit in the carb. The number one problem with small engines is getting gas.

You may need to clean the flywheel. It get rusted and not work as good. Many clean the Coil face that toward the flywheel. If, you need to re-gap the coil a Business Card makes for a good Gap Gage. Many say it not matter, but, I have taken a wire brush and cleaned it some and it worked. Just my opinion.
