I think most historians would pick Ron Santo as the best eligible player not in the Hall - him, or Bert Blyleven. The best non-eligible retired player, clearly, would be Joe Jackson.
Ted Williams is probably the best player never to win a World Series, although you could argue for Barry Bonds (going strictly by the record books and ignoring any controversies).

Very good question because all of the greats would qualify for one or both. However, I am going to go with Jim Rice of the Red Sox. Never went to a world series let-alone win one and really should be in the hall of fame with the numbers he put up.

Not to win a world series is a tie between Ty Cobb and Ted Williams.
Greatest not in the hall Rickey Henderson. He wasn't the greatest players but he should be in.

never to win a world series. - josh gibson. it was a shame he never had the chance to play in the MLB and kick the butt's of the white players. people call josh the babe ruth of the ***** leagues, i call babe ruth the josh gibson of the big leagues.
best players not in the hall that have been retired for more than 5 years.

world series is easy. ernie banks, teddie ballgame williams, yaz, bonds.
hall of fame. sparky lyle, outfielder for the cubs and expos they called "the hawk", and i suppose ron santo...oh and pete rose and shoeless joe jackson.
romulus...rickey goes in first ballot he just isnt elligible yet cause he keeps hanging on.
with the no stipulation rule, arod for both. he will own every record there is AND may never ever win a ring a ding.
