their are ghosts called clinger ghosts they follow you everywhere you go.

Who says ? There a lot of deranged individuals who need help, and in the majority of cases they see ghosts.

If you follow a half decent religion/philosophy it should have some advice on the matter as you are not the only person to have had this problem, and I don't want to provide advice that could be counter to your own beliefs.
It may be wanting a favour, or it may be trying to help you. You don't know yet. Whatever it it may do/say came to you so YOU are in control of the situation, and it's ALWAYS up to you to decide what is acceptable and what is not,
When you sense it around try to become CALM, ASSERTIVE, but most importantly CLEAR-HEADED.It'll feel silly, but try to be as serious as possible, If you have a friend who you can trust implicitly, may by they've sensed it too, then it might help for them to be present if you don't want to deal with it alone.
When you feel ready, ask the entity why is it there. This can be out-loud if you want, or mentally if that more comfortable for you. You may get an immediate answer, or that may be all it takes, and the feeling of it being around will disappear for good..
If you do get an answer, try to think it over its meaning clearly before making any decisions. You can tell the entity that you need time to think it over, by asking it leave the location while you consider. Ask something like "I need some some space to think for a while?" If it's not honest it'll have to wait on your answer. if it's being honest it'll understand that you to think it over. If you feel you are being rushed say so, and warn it that if it tries rushing you, your answer will be a refusal. You
Try picturing how you would respond if a normal human had given you the entities answer. Anything that would harm you is clearly a no-no. You probably wouldn't think of talking a penny up a local hill, and leaving it there, but people have been asked to do that. It doesn't harm you then it's probably OK. If you cannot reach a decision, pose the question to friends, "say someone asked me to do x,y or z should I do it?" They might think you are little daft, but they'll want you be safe. people have been asked things like take a penny to a place on a local hill, and leave it there. Archaeologists have latter found people used to live on the hill, very close to spot where the person was instructed to leave the coin.
If you need the entity to leave because it's being a pain, first ask it politely to leave. If that does not work, you have a right to ORDER it to leave. if necessary point your finger towards it and say "BEGONE!"
After it is gone clap your hands, then get a drink of tea or coffee.

If it's unfriendly I'd try and find a way to get rid.As Michelle P says some ghosts seem to be scared of cats so getting a cat or borrowing one from a friend for a while could work.
If it's friendly I'd let it stay.If it was friendly and asked for my help to move on I'd try and help it.

I would demand it pay rent. :) But then it would probably pay in ghost money, and you can't put that stuff in your pocket or your wallet. It just kinda dematerializes and floats away. And I don't think the bank would recognize it as legal tender anyway. What a scam!
BTW, it's good to see ghost questions being asked in the proper category, Mythology & Folklore .

Maybe it'll be the first time I get any attention in my home, even if its from a ghost....... I'll make it my girlfriend if its a female ghost.

Try to make friends with them. Offer them a cup of coffe of a nice slice of cake. See about hittin' a movie. Those silly ghosts! If you befriend them you can get them to haunt people you don't like. That's what I would do.

Ignore it. Tell it that it has no power over you, if you let it know it doesn't scare you it will leave you alone. Also get a cat. Spirits don't seem to like them much.

accept it as a part of your life and then completely ignore it. it will get bored a leave.
