This is a sharp question, because in a way it can also be misleading as it raises a dilemma in the mind, that is mere fallacy. The fact in my view regarding this question is that it is impossible to be locked out of a situation that you know as a situation. How would you know if there is situation if you are completely out of it? And if you know something to be a situation then you are already in, however partially - may be not in a way that you reckon to be the right way, but in you are if situation that is for you.
Normally, if you were in a situation you would be at the horn of dilemma until you find a solution to it, and that in common language would be finding your way out. This then would not be getting out of a situation literally, but only in terms of speaking. The fact, however, is that you are still in that situation as you were, the only difference is that that now you have found a solution or harmony with was there as a problem, you are now in that situation the way you like to be, but the situation there is as it was before.
If we give this question a concession of more accepting thoughts then I can see that a situation one cannot do anything about is a situation one is locked out of; whereas a situation that one can do at least something about is a situation one is in. And a resolved situation can still be a potential situation, an invisible one, or the one that has merged into normality of an environment.

It is worse to be locked inside of a situation. Because then your options are limited. If you're locked out of a situation, no matter how tempting it is to be part of it or experience it, there are always alternatives.

I think there are pro's and con's to everything good and bad. Neither of these situations sound very good butt if your glass is half full. One might say that being locked out made he or she try harder to get in, witch in turn made them a stronger person for it or that being locked in kept them on the strait and narrow in one form or another. If your glass is half empty one might say that being locked in was like being cornered or trapped or that being locked out was like being left behind or feeling inadequate. "Life is what you make it", or so I've herd.
I was told of a biography, I'm sorry I don’t recall the name or author of the book, but in it a man tells his life story. First he tells his story in its worst and it seems like a life no man would care to live full of chaos, pain and turmoil. Then in the same book he retells the same story only this time in its best and his life seems like every mans dream full of adventure, happiness and pride. So basically the moral of the story is your life is as good or bad as you tell your story. Narrowing it down, your situation is as good or bad as you decide to perceive it.
So my answer to your question is this. I don't believe either situation is inherently worse or better than the other. You can either walk out of it a having learned and now know more than when you walked in or you can walk out just as ignorant as when you walk in. Whether or not it is good or bad is really relative to your state of mind, personality, ability to adapt or remain the same after an experience.

to be locked in is worse in my opinion. To be locked out doesn't seem so bad as you can always walk out of the situation if you so desire.

it's worse to be locked in...you never know if you could ever get out. Locked out, you could always stay elsewhere, and call for help.

locked in only bc if i was locked in i could figure a way out but if i was locked out and i found a way in i would be stuck

For me: neither is an option.
I hate the feeling of 'being' trapped and I come out all fangs and claws. I would never allow myself to in caught in either situation as I believe there's a solution to everything, the possibilities might be limited, but there's always a way out or in.
