i split my upbringing between oakland, ca. and newark, n.j. and they are prevalent there. however, they don't bother people who are minding their own business. they have their own business to tend to. places where people don't have much to do but stick their nose in other people's business(like here where i'm visiting in austin, tx.) they're constantly trying to prove something to everyone else. you could walk right by them on the street in oakland, and if you don't say anything to them or bother them, they won't even mid you.
