Many university courses in Sweden are taught in English and use English-language textbooks. In addition, the government will provide Swedish language courses through Kursverksamheten.
I attended Uppsala Universitetet in the late 70s (I'm from California) and took intensive Swedish for 8 weeks, six hours per day, five days a week, prior to starting university. It helped in the community; not so much in school. Besides, almost everyone under 50 speaks good English.

Norway has quite a good programme for international students.
i have been to Norway in Stavanger, for 3 months enrolled in the Comparative Educational Studies. It was very good!!!!! really really good, i had fun too.

the people at the Unviersity have been really supportive with us all!! great conditions!!!
the course was in ENglish... and you dont hae to be a native english speaker. they are flexible about that.
everybody speaks Englis there.
