The orbit of the international space station is low enough to still be protected from radiation by the Earth's magnetic field. However, because of the extreme altitude, the ISS astronauts are exposed to slightly more radiation than we are here on solid ground. It is not enough, however, to cause any health problems.

The Earth's magnetic field provides some protection. And, as someone else has noted, people wouldn't be working there if it wasn't.

Yes, it is grounded to the Earth's magnetic field by some instruments above the Unity module.
