Aside from the other things people already mentioned, certain medications can affect sperm count/quality as well, for example Depakote. Even then, most fertility problems are caused by couples where each person has a low fertility, but neither is infertile. Just try for a year or so and if you still don't have any results then go see a doctor. Sperm count tests are pretty cheap afaik.

I have read that age does have an effect on the quality of the sperm, but I don't think you really have anything to worry about until after 30 or 35. He could ask his doctor for a more informed answer.

The quality of a man's sperm does not deteriorate over time. With women, however, our eggs start to lose quality after age 30. That's why the older we become, the more likely we are to have babies born with genetic problems (Down's Syndrome, etc.)

I don;t think there is a certain time in life. It all depends on his body, etc... Just like some men will be fertile until they are 90, some men always will have a low sperm count.

Well the only thing that he could to damage sperm is working out to hard,wearing tight jeans or underwear,hot tubs. Or if he had a low sperm count. The only way to tell if he got checked out.

I don't think there is a time in a makes like it is less potent.Here are some tips though.
Have him stop drinking caffeine.
And have him wear boxers.
No hot baths.
Have sex every other day.

i have heard of 80 plus year old men fathering kids unless he has problems with his testes he can make babies have him see his doctor for fertility tests if your that concerned

Not really. As long as he wears ventilated underwear, no drugs, alcohol, and doesn't have testicular trauma, he should be fine.
