This is really a matter of taste mixed with the knowledge level of the individual using the firewall.
Novice: ZoneAlarm, PCToolsFirewallPlus, AshampooFirewall
Expert: ComodoFirewall, FilsecLab
The difference between novice and expert in my criteria is that the ones catalog as expert allows the individual to define their own TCP/UDP rules for inbound/outbound communication.
If you install by mistake a software malware the only way to stop it some times is to block the outbound traffic until you find a solution to remove it.
One last comment. Comodo Firewall offers more functionality than Filseclab. One thing to consider when creating rules in Comodo Firewall is the rule order. It works like Cisco, so keep open rules first and close rules last to ensure the ports you want open will work.

Any piece of software running will slow your computer to an extent. In that regard, there is nothing that will fit your criteria exactly.
Windows XP and Vista both have firewalls built into the operating systems, and do not necessarily need a second. However, if you feel the need for one (or if you have another windows version), ashampoo has a free firewall program available at http://www.ashampoo.com/frontend/products/php/product.php?session_langid=2&idstring=0050
Edit: the zonealarm one would probably be a better option.

I dont recommend unless i have tried and tested it myself on my own equipment, and at the moment the comodo firewall is without a doubt the best free firewall available beating zonealarm easily, and while youre at the comodo site take a look at BOclean they work brill together.

Any firewall will slow down your computer at least a little bit. The best free one I have used is ZoneAlarm:
