NO! That is illegal. A residential rental has certain requirements or it is not legally habitable. Primarily a window for emergency exit and running water. Storage units do not have any of those requirements! This question has been asked so many times lately. GET A CLUE PEOPLE!!!!

I cannot tell you how to install them, but you could make bins using the luggage compartments off of mini-vans.
Come up with a way of lowering them, maybe as a garage door lowers and raises. This option would be useful for people who may be afraid of heights.

Decide the size of the unit you want and then secure 2x4's to the joists for a frame. With the 2 bys hanging down, you can enclose them with plywood or MDF and add shelves to the inside.
