The real question here is for what purpose you need them, Indian Driving license issued by the transport authorities of the state where you live mentions the present residential address, where as the PAN card only mentions your name your father’s name & your PAN number, it does not mention your residential address. Now for the purpose of your identity any of these will be sufficient but in case you have to provide proof of your permanent address even your driving license may not be sufficient as it may not mention your permanent residential address which may be different from your present address. For that purpose you require proof of valid passport or Voters ID card. Similarly some departments only recognizes your ration card as your valid proof of address & they may even refuse to except these other documents as valid proof of address, although it sounds foolish but it is the case in some cases, e.g. if you have to get your Hindu marriage registered under section 8 of the Hindu Marriage Act, 1955 in state of Delhi the only proof of your residence valid for the purpose is your ration card nothing else. So the best is to have all these documents with you as I mentioned above you don't know which one you may require for what purpose, after all our government departments are really very great.

Yes, A valid indian driving licence shows ur proof of address, thus a valid ID document and a PAN Card supports it- it is also essential for filing in ur taxes or for bank work-eg purchasing or dmat account for stocks.

Depending on what job and with what department the identity proof is required, the answer may vary. Financial agencies and Banks ask Pan Card, Government departments and Cell phone companies ask Ration Card, Election/Railway reservation accepts all.Schools and colleges ask birth certificates.

PAN card is proof of identity but unfortunately, not accepted, when address proof is required.
Drivers Licence, Voters Card, Ration Card, govt. electricity or phone bill (not private company), passport, any state or central govt. identity card, bank pass book, are usually acceptable forms of identity proof.

Also PAN card submission is mandatory in most financial organisations these days, regardless of which identity document you submit.

In some cases it is so. But passport [if you have got one]
is a better proof of identity because Police has verified the details.
