It should take about 60mins in peak traffic. You may be better to catch the bus, I've used this service before and its very good. Check out http://www.sunbusaustralia.com.au/about_avalon.shtml

Since it's a small airport there are no delays waiting on the tarmac for a gate. You should be out of the plane and in a taxi by 7:45 if you don't have carry-on. If you take a shuttle bus you have to wait for the passengers with checked luggage.
It's normally about 25 minutes to Laverton at any time of the day and a further 20 minutes to the city on a light day, 35 minutes in peak, or 60 on a day with a break down or accident near the Westgate Bridge. There is a further 10-15 minutes negotiating city streets. Get your taxi driver to monitor the traffic and if the bridge is having a bad day get dropped off at Laverton Station (it's just off the freeway) and get the 8:19 (express) train to the city reaching Southern Cross at 8:34. Should save you time and about $30.

Whilst I would basically agree with " wizebloke ", as a taxi driver I would quote 60 minutes in peak hour traffic to get to the City and a further 15 minutes to your final destination.
The web site below is quite informative.
True, " tentofield ", the bus is cheaper unless there are 3 passengers in the taxi but bear in mind that a taxi takes you from " door to door " which can be helpful if you're a first time visitor. The website provided by " Luke J " is more useful than the one I suggested for bus details.

As a frequent interstate traveller, who was born and raised in Melbourne. Now currently living in Sydney and have been for seven years. I grew up in Thornbury/Preston. Bell street , can be busy during peak hour heading to the airport. You have the people , coming from Heildulberg returning home from work, along the main road. All it would take is for to be a car accident. To stop you in your tracks. The best way to go is the Bell street way, but i do suggest you leave earlier. If it is a Domestic flight, you need to be at the terminal, 30 minutes before the flight. That means.........I suggest you leave home from Thornbury, a good hour or even an hour and a half. before that 30 minute deadline. That way, in case there is a car accident in the way. You have time to play with. And also once you get to the airport, you have time to park your car, and carry your luggage to the terminal. It will not hurt to take that extra time just in case. Even though it may only be a 30 minute car ride to the airport. Accidents can block roads. Quite simply its better to be prepared, considering the money you paid for the flight.

There is no point in taking a budget airline to Avalon and then spending more than you did for the flight on a taxi to the city. Take the shuttle bus.

about 45 mins...
... by taxi that is.
The traffic is pretty good until you get to Hoppers Crossing, about 15 mins up the highway. then in good traffic, it is 15 mins to Melbourne ... so I added an extra 15 mins for traffic and finding your address
NB. Any baggage should be carry on since waiting for cargo to be unloaded may slow you down by 15 mins
