I know "important" people are considered assassinated, but is it only political ramifications? Is there a defined set of protocols to determine assassination, or does it vary from "state" to "state"?
As a follow-up, does everyone assasinated have the opportunity to "Lie in State", or is that a second, political/propaganda decision?

I dont know that you will find a legal description in any State law. My own opinion is the motive would decide is it was an assassination type homicide.

They are both homicides since that means killing of a human being. Doesn't even mean murder. Of course suicide is self killing of a human being.

I would list assassination as a homicide with the motive being money as in murder for hire, or for a political agenda. I think this is different than a homicide committed with emotional overtones, such as hate, or love, jealousy etc.

It becomes murder in almost all states if this crime was premeditated or planned or methodically done. This shows malice aforethought. If they had time to plan it out but did not change their plans, it would qualify as murder, not involuntary or voluntary manslaughter.
