No. Warner von Braun was the inventor of the rocket engine. He was unlucky enough to be a german scientist during world war II and worked on the V-2 Rockets. After the war, he was invited to the United States and help found what would become NASA.

The Chinese invented the solid fuel rocket engine hundreds of years ago using a form of gun powder as the fuel.

Goddard invented the liquid fuel rocket engine and Werner von Braun read Goddard's publications (that were published by the US government) to learn rocketry for the Germans.
