I'm wondering if the technology exists today; to create floating ocean cities or underwater cities.

Is building space stations easier or just more sexier?

Throughout the last century many human underwater communities were built, but the logistics of them made them financially irresponsible. The effect of the salt water on the materials used to build these stations was devastating. According to those in charge of the money it is more economically advantageous to try to exploit the resources in space than to build permanent ocean homes for humans

Building space stations has more benefits: advances in medicines and computer chips could be made in zero gravity. Space has infinitely more resources than the Earth, including unlimited and inexpensive energy supplies.

Building anything on Earth, especially cities in the ocean has more negative consequences for the environment. This doesn't only affect the animals that live in the local environment, it also affect us through climate change, as well as potentially destroying a significant part of our food supply.

It would be much easier technology wise and money wise to build floating colonies. I don't know how much of the technology exists but just not having to leave the planet makes it a lot easier.

if you are looking at what is easier right now, oceanic colonies are a whole lot easier to create and maintain than space colonies.
launching materials into orbit takes a tremendous amount of energy, and any operation on another planet to extract materials would require lots of complex, heavy machinery and lots of complex, heavy power generating systems. spare parts would also be needed, and would almost definitely have to be made on earth then transported. also, the amount of time required to get anywhere would make emergency help from earth almost impossible.
Colonies on or under our seas would also be very hard and expensive to maintain, but the massive cost of sending material into orbit almost guarentees that it would be a lot easier than space.
