Kiribati is correct. It has three time zones, with standard times that are 12, 13, and 14 hours later than UTC (UTC is identical, for the purposes of this inquiry, to Greenwich Mean Time). The U.S. does have some islands in the Line Islands group, but their standard time is 11 or 12 hours earlier than UTC.
Even during daylight saving time, when New Zealand moves its clocks forward an hour, its time is only 13 hours later than UTC. New Zealand also has an outlying island group, Chatham Islands, whose time is 45 minutes later, but even 13:45 isn't enough to catch up with Kiribati's easternmost zone.

The day starts in the Line Islands, which are in the UTC+14 time zone. Some of these belong to Kiribati - others belong to the US.

New Zealand. They are the first in the world to celebrate New Years day. It is the country that is closest to and just west of the 180 degree longditudanal line. I think it still works even if you use the international date line, which is east of New Zealand.

In terms of Navigation and Science there is no country where it starts first as earth is a sphere and sun is a sphere and sun is revolving around so it doesn’t make sense technically.
Although in general terms (as a saying) we say Japan is the country where sun rises first and the day starts first because of their hard work and technology. Also note their flag is white with red circle in it means the sun rising.

The International Date line seems to lie closest to the islands of Tonga or Kiribati (see map), so you could say that the day begins there.
Kiribati Island is the "Republic of Kiribati", so you could say that the day beings in the Republic of Kiribati (since it is farther east than Tonga).
