The sun is highest in the sky at 1pm, this is when it's at it's strongest.
The term midday literally means the middle of the day - the point when the sun is highest but because of the 1 hour time difference it's 1pm.
This is rarely the highest temperature, as they day wears on temperatures rise so it's usually hotter in the later afternoon even though the sun is descending from it's high point.

All things being equal it occurs at solar noon, which is when the sun transits the local meridian and it is highest in the sky.
That is approximately 12 PM EST, and 1 PM EDT - when, on the average, the sun trainsits the local meridian at 75º W longitude. This is called mean solar noon. At other latitudes, this differs slightly. At Boston for example at 71º W, mean solar noon is 16 minutes earlier (360º latitude per 24 hours implies 15º latitude per hour implies 1º latitude per 4 minutes) - 11:44 AM EST or 12:44 AM EDT.
The precise time though varies by -14 minutes to +16 minutes over the course of a year because of Earth's orbit and tilt on its axis:

This is called solar noon, and during summer is never more than about 6 minutes from mean solar noon. (The "summation-effect" link at the web page above includes good grapical representations of this.)
So it can be seen that at Boston, solar noon occurs around 11:28 AM EST or 12:28 PM EDT at the beginning of November. You can check that here:

Add to that the effect of cloudiness and and aerosols, and there is some variability depending on location. Because cumulus clouds and pollution tend to build during the day, the average amount of solar radiation is probably greatest a little before solar noon at many locations.

Listen. We aren't going to die. People love to scare people. Since the beginning of time, people have predicted the end of the world. Its never happened. In 2000 they predicted Y2K. Did it happen? No. Plus, how could ANYONE even scientists predict the end of the world? Its nierly impossible. PLUS, the "last day of earth" is suppost to be 12/21/12. One of the only patterned dates on the calender. What are the odds that the earth will end on that date? The earth doesnt know the dates. We are going to be fine. =]
