This seems very common in Maryland. Is it like that anywhere else? Why?

Because it can be said either way. It's probably a cultural thing. Some people say, "I'm going down the street", When they really mean going to the place where the sidewalk and the street meet and not driving down teh actual street.

I say down to the beach,when I think about the shore I think of a lake no ocean or Gulf

Maybe they mean they have already reached it and they are walking down the shore. If they were walking down to the shore that would imply they have not reached it yet.

It's popular around Philly as well. Usually means anywhere from Cape May to Atlantic City, New Jersey.

It's just slang.
