Yes. Unlike Sony's PSP, the Nintendo DS saves it's game data on the cartridge [or in this case, card] of the game. Nintendo has been doing this ever since the first system they ever came out with. With the exception of the Gamecube and the Wii, all of their systems [handheld or home based] have the innate ability to save progress either on the game, or the system itself. This is not exactly a beneficial feature, its just the way they do it. The way things are looking, it would seem that the home based systems will start to have memory cards, and the handhelds will not.
But hey, Nintendo is unpredictable so who knows right?

In most cases the game data is stored on the game cartridge. Most games have a means of wiping the game data clean, but the precise method to do this depends on the game. Check manual for game.

yes. they save game data on the game that you have in the ds. just go to settings or whatever during the game youre playing and press save.

The game is saved on the actual game. It's strange that you're son cannot recover his save in his sister's unit. Some games only allow you to have one save and will overwite the previous save, this maybe happening when his sister uses it.

I read my manual when i got mine and it said it stores data on both so if someone stole your game or it broke, you could buy a new one at the store and it would let you go on from where you were in the first cartridge.

the games have flash RAM memory, and the data is saved on the games themselves.
the DS does have 4 RAM of memory, but that is used to make the games visual
the DS does not function like a memory card, so your friends will see your save data, and can possibly erase it if they choose to do so
