The first thing to do is talk to them, calmly. If you go to the police, they most likely will ask you if you have done this.
If this doesn't work, find out what your local noise ordninance is, or if there even is one. Whetehr or not a noise ordinance exists, every town has an ordinance for disturbing the peace and being disorderly. If they are violating the noise ordinance, and if it is after you have talked with them, then call the police. If there is no noise ordinance, and it is disturbing your peace, as in it can be heard inside your home, with the windows and doors closed, call the police. Here is the hard part, you may have to be willing to be a witness if the police file charges or issue a citation.
If the police say there is nothing that can be done, and this keeps happening after you have talked to them, keep calling the police and filing reports. When you have enough reports on file that there is a noise disturbance, that you have talked to the neighbors, etc., you have a couple of options. You can 1) attempt to get charges filed with the police for harrassment (Yes, this may sound extreme, but if you're out of options, this may be the only way to go), or 2) get an attorney to help you resolve this issue by possibly including the police, D.A., State's Attorney, etc. to do something about this.
If none of this works, you have one final option. It will not be one you like, and it is not one I like. Your final option is to move.

depends on if your neighbors have lived there a long time or not, depends too on the age of the person playing the drums.
If it's a kid playing the drums and he's bad at it the parents will be ready to throw him out in a short timeframe. If you can talk with the parents then do so suggesting he find a place that has good padding or acoustical tiling or something. Or maybe just say that places where people practice are usually not in the home. If you're in a home then surely there are community noise ordinances you can rely on. It might depend on the kind of noise, the level of noise, how often it's done and what hours it's done, and if someone is ill in your home. You can, of course, close your windows and use your AC, or try to live mostly on the quiet side of the house.

Your annoyance certainly is valid as well, but you might consider that the drumming isn't a personal attack, or the beginnings of a Hatfield/McCoy feud.
Certainly you might be within reason to make an initial statement to THEM, but as others say if the "Noise" isn't taking place after a time that might be "Legislated" in your community, then your annoyance won't go challenged by law enforcement.
You have the responsibility to find out from local Govt. what is legal with regard to noise, and time of day.
Negotiation works more effectively than passive behavior or retaliation. A decent relationship with that neighbor on other or all fronts is also a way to approach the subject.

talking doesnt usually work - it may work but only for a short time - (just to let them know or an fyi) - next step is to file a formal complaint to the -landlady/police/homeowner assn/
1. - let the person know -- one time notification -- never quarrel -it is useless (but sometimes you cant help it- just do it one time)
2. - next let the other people around the neighboorhood know -- by filing a formal complaint (you may know that you not the only one complaining)
- if the authorities didnt do anything - ask their boss to fire them
this worked for me - my neighbor are teenage renters
although expect that they may get back to you - someway of another - forgive them -- just ensure that you it always keep the noise down

- although you must consistency in complaints - if another neghbor is noisy complain them too- they will know that you are annoyed about the noise - not on them
- time of the noise may also be a factor - daytime noise are tolerable but noise beyond 10pm are annoying
- if you have a kid/baby/infant it may help justifying your cause

I had the same problem with the twin boys (20 yrs old) next to me.
I called the police, after asking nicely twice, and that did it!
The law states, basically, if it can be heard outside of their house it's too loud.
Of course they don't talk to me any more, but they haven't since they turned 18, so who cares.

stop being gay and suck it up because they will probably kick the crap out of you if u confront them so u should learn how to play guitar or drums go over there and play with them and gain there friendship then when they least expect it kill them.

If is during the day time,there o way you can do.. maybe you can try talk to them.. if is at night..be kind and tell them is unbearable, but if they still continues .. inform the police.. let police handle this unconsiderate neightbour you had encounter with..

Ask them to soundproof their room so you don't have to be annoyed. Maybe they can play while you're at work?
