The shed where I just moved is pretty beat up real old paint and black spray paint in some spots, paint is flaky, wood is rough. What is the best way to paint or sand? I'm not that handy (no I can't knock it down and start over)

What you want to end up with after removing loose paint, is a surface with some "tooth" or mild roughnss, to hold new paint. Sand blasting or sand papering will yield a smooth almost polished surface. Stick to a scraper, or wire brush, and get down to a solid surface. Wear eye protection, and if it might be lead based paint, wear a respirator.

Looks like you're in for some work, like it or not.
Grt some gloves and a scraper and take your time....what you have there is a frustrating project, but anythings doable !
When you finish scraping, sand the rough edges down and use Zinsser 1-2-3 primer to cover the walls, it's a good, thick paint and will give you a good surface to put your finish color onto.

You need to remove all loose paint first. You can do this manually with a scraper and wire brush or rent a power washer. If you use a power washer, let it dry off a couple days before painting. Then apply a good exterior primer before doing the final color coat. Don't buy cheap paint if you do not want to be redoing it soon.

maybe you should get one of those sand prayer thingies, not a sander but a thing that throws sand at it!!, kinda like a backward vacuum cleaner!!

that should get rid of the paint and smooth over the wood ready for painting again!
oh, and use a paint that protects the wood, there usually really watery pains so it will spread over a larger area and you wont have to buy as much!!
