Cheesy. Cartoonish. Not high quality. Poorly done.

The original Mickey Mouse watches licensed by Disney were manufactured by Ingersoll and were of exceptionally good quality. However, the cheap knock-offs from Asia arrived in huge numbers, so that what once was a good thing (having a Mickey Mouse watch) became cause for derision ("Hey, where'd you get that mickey mouse watch?" -- meaning ANY cheap or shoddy looking wristwatch). After that, the adjective and verb form "mickey mouse" was infused into American idiom, and it spread to other countries (although Australia apparently had better control over copyrighted import items and still associated the Mickey Mouse watch with the higher quality version. Maybe. Could be.)

Mickey Mouse usually means that something looks or is cheap and naff so a mickey mouse watch would look like it was free with a gallon of oil from the garage rather than looking like a Rolex.

It means that it's cool!

Edit: Interesting the different usage from different parts of the world.
In Australia it usually means "it's cool" or something that is "all ok". For instance, after a carwash and a good polish - we might say "The car is all mickey mouse shine" or if the boss asked us about hard task is finally finished we might say "It's all mickey mouse!"

Society and individuals make a word 'bad' by way of their response to it. If a small child stands in front of you and says 'bit@hbit#hbit@h" and you don't respond, the child, failing to get a response from you, will most likely not do it again. If instead you flip out, 'no no this is a bad word etc." you have given the WORD power, and the child comes to understand s/he can wield power through use of that word. If a word 'wants to be good'? Well, words have no power on their own and they certainly have no will!- the only power a word can have is power we give to it. Therefore you can minimize it's impact by maintaining no response to it. It would take generations, though, to do that on a large scale.

When someone uses the term "mickey mouse" to describe something it's usually not good. It means it is not really that good, cheap, childish.
