I don't know about TN, but I do know this is a state issue. In California it is illegal for a convicted felon to own a bullet proof vest.

I believe it is illegal for just about anyone to own one. But that is only what I have heard. I have no basis in fact. I don't know why a convicted felon would want a bullet proof vest, which are not bulletproof, by the way!

Yes it's very ilegal even if you don't commit a crime. Felons are not allow to have them, no exeption.
