a federation is a union of a group of partially self governing regions (states, provinces, cantons, etc.) that are united with a strong central government. some examples are the United States, Canada, Russia, and several other nations. the main reason why its important is it provides a centralized government for defense and security, but also give local control to smaller regions. this increases the importance of these smaller regions to participate in the large government. for example, in the U.S., by the President having to carry several states to get elected, he/she must appeal to a wide range of issues to get the job. if they had a straight majority rules, then rural areas might be overlooked in favor of the urban community's.
