This depends upon the level of support given by the government. In the U.S., many of the best colleges are private, because there is a strong tradition of fund-raising there and they can often afford to pay for faculty and facilities which the government (public) universities, funded by taxpayer dollars, cannot. However, in Europe the government-sponsored universities are often considered better. For one thing, they have been around far longer and have had time to develop strength. Secondly, the public often seems to be less resistant to supporting them with their taxes, so they are better funded, and fund-raising is less well-developed, so the private universities don't have as much of a financial advantage. I should also add that in some parts of the world, the agenda for what should be taught and how is strongly influenced by the government at public universities, since these become an instrument of propaganda (this is generally not true in North America or Western Europe, along with some other parts of the world, but becomes more of a problem with oppressive governments).
