There are thousands of colleges where you can major in mathematics, so who can say which is best for your particular interests?
But, in the USA, some schools which are particularly famous for math are MIT, University of Chicago, Duke University, Harvard and Princeton. and there are many more which could be mentioned.

I don't know if it is the best, but my brother went to the University of Kent at Canterbury to read a four year undergraduate masters in mathematics. He enjoyed uni life as well as ending up with a M Math (masters of mathematics)
