Is this a LCD flat screen, or a CRT flat screen.

If it is a CRT:
This is not caused by a magnet.*

There wasn't a loud snap noise that came from the monitor was there? My guess is that there was a arc in the CRT and that the manufacturing adjustments now need to be re-done. It would be worth taking to a repair shop and getting a quote for it. This is not an adjustment that you can make.

* If it was a magnet, then the screen would have rainbow colours and still be in focus.

If it is a LCD:
This is a really weird symptom for an LCD. Check it on another computer, if you can. Or check another monitor on your computer. If the problem stays with the computer, you need a new video card. IF it goes with the monitor, you need a new monitor.
