You can simply resize that picture and save.

Depends on the format.

If it's a not-compressed non-lossy format (eg .bmp) then you can compress it with winzip or your favourite compressor.

If it's already in a compressed lossy format (such as .jpg) then (1) winzip probably won't compress it much and may even make it a bit bigger and (2) reducing the picture size by saving it as a smaller jpeg *will* lose information... if that's what you mean by 'without any defect to it' then that's not acceptable.

So if it's jpg, you can't do it. If it's .bmp you can.

start > All programs > Accessories > Paint

Open them in windows paint program. Click on image >stretch skew ( give a number smaller, say 50, 50 in the box front of stretch, Horizontal and vertical) press OK. Then save it as jpeg file with another name so that your original file remains intact. Check the final size of the image after saving. Repeat the procedure with the original image if you want it still smaller or bigger, by reducing or by increasing the stretch value.

I know what your talking about. Sometimes it messes them up to do that. What you can do though is to pick the main part of your picture that you like and crop around it. The picture may not be as small as you want but it will be alot smaller than before maybe.

Try any photoshops. If you google or yahoo some there are tons of free downloads that you can try. theres also adobe. i dont suggest using paint as it increases the pictures pixels and it makes it look very...bad xD. You can also go to download.com and download IrfanView. its designed for image sizing. Good luck =]
