I paid beneficary Patru Gheorghe 12,000 for a seller name J. Miller. The car was never deliver and I do not have contact with eithr party.

I am not convinced that(1.) this being your first day on "answers" you yourself are not a part of a crime. Sounds fishy to me. Perhaps a way to get this persons name on the internet?
Something as you can see here that is generally avoided.

Just not the first thing or even the last thing frankly anyone would do if just ripped off of 12K.

Did you wire the money to someone? Or send a money order? They can track that and look to find information.

Otherwise call a lawyer and police asap.

Sorry if I sound rude, but if you gave someone money especially $12,000 without signing anything, meeting anyone, getting contact information, or even seeign the product. Well then you are an idiot. Good Luck

Know the identity and address of the person whom you paid for the money through the bank because you can only file a complaint if you are able to identify and locate him so that a subpoena can be served on him in order that the court will have jurisdiction over his person.

Not enough information, but at face value, doesn't sound like you have a valid case....how in the heck can you not have a contact for either party? That might be the first indication that you have not been part of legal transaction no matter where you live.

Call the bank. Or the police. But is amost sure you will never get that money back, since you don't know were to get those guys. Never give money to strangers.
