Illegal people are poor that's why they come here, in hope to earn a better living. Putting them in jail just for being illegal is not only stupid but inhumane.

I think you're on the right track, however, I don't think the government wants to get rid of this problem if politicians continue to exploit it for their own interests. If we aren't already doing so, I would also bill Mexico (or another immigrant's country) for the expenses incurred by tax payers to provide for illegal immigrants. They may never pay, but in time it will build to such a proportion that would possibly warrant sanctions.
