How do I get ahold of his publicist or agent and what is the best way to set up a meeting?(I'm a sophomore in High School but my teachers think it's good enough so far to talkk to possible actors&or directors)

You should talk to local folks about your screenplay. There are probably directors and producers in your town that you could talk to about producing your script.

If you script is really professional-level, (or when you write one that is) you could submit it to agencies that represent writers.

Once you have an agent, then, maybe, your agent can send it to Mr. Scorcese.

Industry professionals can't take the risk of reading material submitted by the public.

They don't want to be sued and therefore do not accept nor read UNSOLICITED material. It goes in the trashcan.
