Although Militarily the Japanese suffered far few losses than the Americans the Japanese gained relatively little from there attack. They sank fewer than 6% of the US naval forces and did not even damage a single air craft carrier, the main offensive weapon in the Pacific theater (this was because they were not there).

Further they insured that America was going to come into the war and bring with her its full industrial power. Any potential fear that the Japanese hoped to instill in Americans quickly coalesced into a sense of nationalism.

If they hadn't attacked it was a possibility although unlikely that America may never have entered the pacific war.

The Japanese won the battle, and inflicted major damge on the Americans. But, by failing to destroy the entire fleet and/or occupy Pearl Harbor, they just postponed the conflict which they eventually began losing over a year later.

The Japanese won.The public was so scared that San Francisco was next. The American battleships were out of commision for almost 2 years. The USS West virginia was built in 1920's and was repaired in time to do shore bombardment.None of the pearl harbor ships had Radar and would have been obsolete in 5-10 years. The only ships the Navy had were aircraft carriers, until 1942-1943 when construction caught up.

The Japanese were victorious in the battle but it wasn't the decisive victory Yamamoto and the IJN staff hoped for. It could have been had Nagumo, who was in command of the carrier task force carrying out the operation, ordered the planned third strike to wipe out the fuel reserves and dry docks. That they weren't destroyed helped the U.S. Navy begin repairs immediately. So it was a tactical victory for the Japanese.
