Who has actually found it, what was life like before it, and how did you achieve it?

Never criticize anyone or yourself, unless they ask you to. Realize that every thing in your life is good.
There is no sin, no mistakes, only learning. Never judge anything as wrong. We suffer the consequence of any judgement we make.
Establish an attitude of gratitude for every thing.
Learn to stay in the present moment in your mind. Thinking about the past or the future will inevitabaly destroy any possibility of peace.
You can learn to do any or all of these things without changing anything you are currently doing.
These are the things that have been most effective for me. I feel at peace about 95% of the time.

Many spend their whole lives trying to find inner peace, to find the meaning of life, to find the mysteries of this world and even of God, and we haven't really gone too far. We never will. People get so frustrated over the fact that nobody knows the answer. Wars are fought over differences of belief. Everybody would find true peace when we stop asking these questions, or at least stop letting them control our lives. We need to accept the fact that if someone in history had found the answers, we would have found out by now. Sorry to be so negative, but thats my 2 cents

I haven't achieved a total state of inner peace, so I don't know if I meet your qualifications for answering, but I have moments of it.

These moments occur most frequently when my emotional state is independent of external circumstances.

That happens most frequently when I give up thinking about a thing being right or wrong, or "Knowing" how something is "Supposed" to be or even the whole idea of fair and unfair, good and evil.

When I truly believe that events and things are, and they don't have to have a meaning, especially one where I'm the victim or the hero, I have a much better time.

There are still many things that are important, but how I think they should be really doesn't matter.

i don't think there's any one, generic answer for this dense question.

but i'm going to indulge myself and tell you that for me, personally: i tend to think existentially, and question the reason of things. but it occured to me one day...i find solace in accepting that nobody knows the meaning or reason of life. and really, i don't think any human being ever will. sound depressing? it shouldn't.

because i think that it really just boils down to this: we don't know, who knows if we will ever know. but, we might as well just enjoy the ride.

Know yourself, be true to yourself and trust yourself - not others. If you can do that you will have peace.
