Depends on which fan that is making noise. If it's a regular side or rear fan, then most likely its bearings are steadily going out. Then I would Replace that thing if it drives you batty.
If it's the processor fan, your CPU is getting warmer, which makes your fan work harder to keep the CPU temp. steady.
You can buy a quit fan or fans for your system if they drive you insane. Some people can't stand loud fans while others don't care :)

It is protecting our computer. The fan goes on based on a thermal switch. In the summer ambient temp is higher making cooling more. If it is too loud, there may be a bios flash needed. There is a "quiet mode" but do NOT do this in summer.

Your computer is just trying to cool itself down. Its a perfectly normal operation for a computer and good for it.
