If I'm not mistaken, a special license is required for possession and for use.
So, regular folk can't have them, but we're allowed to watch the licensed professional displays.

A lot of places in california you aren't allowed to sell or posess fireworks.
I know Los Angeles isn't. But the last time I was in Fresno, Which was three years ago, I think. It was fourth of July weekend and everyone was selling fireworks and probably roman candles, as well.
So, here, I think it still has to do with city ordinance.
Everywhere I said fireworks I think I really meant the firecrackers, like black cats and such, which may include roman candles. I'm not sure.

As Consumer fireworks, they are absolutely prohibited by: State Health and Safety Code, Part 2, Chapter 1
Section 12500 et seq.
California Admin Code, Title 19, subchapter 6
If you want to apply for a Commercial Display license you can... $75-$500 for the license and holding heavy insurance

If you are referring to the roman candle fireworks, yes they're illegal. Any firework is illegal in the state of California yet you can go to "open" land like a desert or anywhere where it's empty space in order to be in a safe location away from trees and homes. A good place would be like an empty location in palm springs for example. But be careful, you never know when you might get caught.
