Try Olay Thermal Pedicure...exfoliates away dry skin and cream heats up as you put it on your feet and feels really nice. Its cheap too. REALLY softens the skin on the feet especially heels. Great to use before going to the beach.

Don't wear flip flops, because the sun, sand, wind and city pollution dries your feet.
Also, flip flops don't offer adequate protection when you are wearing them, which is why your feet get dry.

Take a shower at nighttime so you can wash your feet and get all that grime off.
Several times a week, use a foot scrub or pumice stone and gently rub it into the dry callused parts of your feet.

Afterwards, before you go to bed, rub in a really thick foot cream or body butter and slip on socks so the moisture sinks in.
If you don't like wearing socks to sleep, just wait for the cream to sink in first.

Good creams:
The Body Shop Body Butters
good ol' Vaseline
Origins has products for the feet.
Sally Hansen also has stuff for the feet too.

When my feet get rough feeling, I get some silicone glove lotion by Avon and rub onto my feet, I really put a lot on, it's good stuff, and then I put socks on over it and sleep with it like that, and in the morning they feel better, but if your feet are really bad you might have to do this for a weak or so and they should heal up. There's all kinds of good lotion to use, but you need a really good one, not just any ole lame one. Mary Kay also has a really good lotion called Satin Hands lotion, that stuff is amazing, oh I know buy there Satin Hands kit and it's really for your hands, but use it like you would for your hands on your feet, and when your done they will be soft!

You can try Burt's Bees Coconut Foot Cream or Dermadoctor Feet Accompli. Both products serve as a moisturizing cream for dry, cracked feet. They both smell great and they don't make your shoes and socks feel slimy

A good strong lotion works great. Put lotion on your feet before you go to bed and put socks on. It really softens the feet by morning. Another very weird thing that works great is Vics Vapor Rub. You do the same thing, put it on, then socks, and in the morning it's like a brand new foot. Another treatment that works great is to soak your feet in a mix of hot/warm water and virgin olive oil. That softens your feet. Then you can make a foot scrub out of your favorite smelling lotion with sugar mixed in it. Scrub your feet, rinse, lotion, and you're set to go...it's like a mini spa for your feet!!

plain ol' Vaseline. Even the "generic" dollar-store brands.

Good Luck!

Your "feet's" may be infected with athlete's foot.

And this question definitely does not belong in the Fashion forum.
