Usually it involves an apprenticeship and it frequently also involves at least a little bit of art school.
My suggestion is to get together a portfolio of your drawings and drop by a couple of tattoo shops.
(edit) Please don't tattoo a cat or even a person for awile. Practice on oranges and grapefruit till you get a knack for it.

First, it's important to be an artist. YOu need to be able to draw, not just follow patterns. Someoe wants a tree, you need to be able to draw a tree,.
Next, you find a tattoo shop where you can become an apprentice. YOu apprentice while learning the techniques and after a Long long time, you will become good enough to be a tattooist on y our own.

Draw A LOT, find a tattoo shop that's looking for an apprentice, get paid crap as a tattoo shop apprentice, do all the shop's dirty work, while you're there, cover yourself in tattoos in every place you can reach and in about 5 years you should be close.

I was interested in becoming a tattooer for a while, so I spent about 3 months doing Internet searches for tattoo schools. I learned you intern at another tattoo parlor, for the person who owns the school. Many sounded interesting, but one in the southern US sounded best. You have to intern for him for 2 years. I have forgotten his name, but when you see his website you'll know you have found the right place to intern. It's very professional. Good luck.

2. Practice and experience
3. Developing a strong portfolio (Photos of the tattoos you have done on other people)
Make sure you strongly ADVERTISE the tattoos people payed for. If people see that other people have paid You to tattoo, they will find confidence in your abilities.
What does your service do? What positive things does it provide?...why do people get tattoos in the first place?...these are questions you need to answer on your own......maybe a tatto helps people to share personal experiences with others,.....each tattoo has personal meaning...a story.
Convince people that your tattoos are a worth while investment....
How are your tattoos different from all the other tattoo artists that are out there? Why are yours different?...discover an edge and explain it, agressively. Show confidence that you know what your doing, and you know who you are. Never be ashamed of any tattoo you do.
How do you make a difference in the world?.....Your Tattoos make a difference becuase it brings happiness, pride, honor, respect to those who are gone, here, .....ect.
Art is very personal and people what to here your reasons why you do it. Apart from art,...tattooing is much like anyother business.
Keep track of your past clients. Most people want more than one tattoo. If you keep track of your clients you can phone them on specials or sales you offer.

Wow!!! Haven't you ever heard of Shantree tattoos? She makes radical tattoos!!! Shes amazing,..she tattooed a portrait of my daughter on my arm,.....look at it!!!....I can't beleive she tattooed this,...cool, huh?!? Its very radical!!!
people will talk about your tattoos.....

Well, you need to be hired as an apprentice. The more art education you have, the better chance of getting an apprenticeship is.
