From what I know from High School civics and my own reading, the President does not have the power to a) pass laws b) create taxes or c) declare war. So what's with HiIlary, Mitt, Barack, and John? Won't they pretty much do what Congress wants them to do, excluding the occasional veto?

Once Congress funds programs & government agencies the President has the ability to determine where & how some of those funds are used.
The main reason Presidential candidates promise things is that they figure they can easily explain away why they don't do something once they are in power (ie, it is not their fault because of Congress, because of the economy, etc.) and they also think that most people will forget about what they promised.
Take a look at candidates and see what their record is. Most people running for President have held government offices before. What did they do? What did they accomplish? Did they do what they promised? Did they govern how they say they will govern in the future? Research & study before supporting someone or casting your ballot.
