I think the bars are needed to make the frame strong. On older style women's bikes, the top tube slopes down but it's a tradition that carried over from when women wore skirts when they rode.

isabel is partly correct, girls bikes don't have cross bars,so girls didn't have to throw their leg over the seat,while wearing a skirt. back when girls had modesty.
