when my light is on (for the tank) they mostly stay in a spot and stay there. But when there is just some light they seem active why is that?

This is probably because the light stuns them a little. Just like if you where in a dark or dimmly lit room for a long period of time and someone just flipped on a bright light, you too would react similarly. If the light is on for an extended period, they will most likely get used to it. Or its possible that your light is just too bright.
Also, this could be an effect of your gravel color. If your gravel is a neon or bright color the relection off it could be what is causing your fish to remain motionless. Fish can see in color. So make sure your tank isn't a full-color display of the rainbow, and unfortunatly maybe make it a little duller, so that your fish can feel more at home.

My neon tetras are active all the time. Well i don't sit and watch them when i am in bed. But when i have the light on there aways swimming around and even when light is off in the day time there swimming. I actually would think they would get tried.

It also sounds like that your tank might be a little bare. If your light is bright enough to cause your neon's to go all Frankenstein I would say invest in some plants. Give them some to swim through and hide behind and I think you may find them a little more active for you.

I think you've gotten the idea that they prefer lower light by now, but how many are in your tank? Neons are a schooling species, and the rely on numbers to be safe. They're comfortable if there are 6 or more, especially if there are other, larger fish in the tank. Consider lighting, cover/hiding places, and school size here.

Neon Tetras sleeps in the night, when they sleep their colour will fade :)

Thats why when there is darkness for a long time and you suddenly on the light of your neon tetra tank. You'll see them all suspense as in a trace and they all look faded.

Possibly your light is a bit too bright for them. Neons don't like a very brightly lit tank. But they are a daytime active fish, not night.
