...based upon your description, the best thing off the top of my head, is a most excellent feature film cornacopia of horror, terror and thriller film clips and trailers, released in 1984, and entitled "Terror in the Aisles"; narrated by actress Nancy Allen, and the late actor Donald Pleasence, this hodgepodge patchwork contains the best & scarierst moments of genre films, ranging from the mid-sixties, to the very early '80's, including the moments you described, and many, many more...(though I do not recall moments from "A Clockwork Orange" in the film, and the 'telekinetic' moment you spoke of, was the 1980 film, "Scanners").
Unfortunately, the film has yet to see release on DVD (and may not ever be, due to being over 25 years out of date....there have been scores of films since then, that would warrent being included in this film....."Terror in the Aisles II", anyone???), and the VHS tape is very, very, very hard to find!!!
I have included a webpage from the IMDB site, which list all of the films featured in this compilation; I trust that this is what you were looking for...

FireStarter? I think it was a Stephen King story made into a movie with a little blonde girl that had trouble controlling a desire to set things on fire. Her dad tried to help her and had the same power.
The government was after them and that's when things started blowing up. really good movie

Sounds like you're talking about Scanners. I watched Scanners in high school after a reference was made to it in Tommy Boy, a totally unrelated comedy.
